Innovative Technology Developed

Art Anderson Associates was awarded a Phase I Small Business Innovation Research (SBIR) Contract from the Office of Naval Research to investigate the development of a modular dock system for both commercial and Navy applications. Commercial uses could include ferry terminals and barges. The Navy needed to replace its portable modular floating dock system, with a new Improved Navy Lighterage System (INLS), which is capable of being assembled side-to-side and/or end-to-end to create docks or ferries. These assemblies will be used for offloading cargo from Navy ships to shores where no moorage exists or has been destroyed. The Navy system has to withstand operations in sea state 3 and survive sea state 5 within the surf zone. Because of our innovative style and our investigation of innovative technologies, the Naval Facilities Command Headquarters (NAVFACHQ) Sealift Support Program Office (SSPO), (i.e., the INLS Acquisition Program Management Office) elected to co-sponsor our Phase II and III SBIR contracts, so that a prototype composite INLS module could be designed, produced and tested.

DoD Implementation and Commercialization Summary

Art Anderson Associates and their partners received over $3 million in Navy funding for the research effort. Their efforts with the Navy in the research stages resulted in their supporting Marinette Marine Corporation (MMC) in winning the $½ billion acquisition competition. Art Anderson Associates subsequently provided INLS production design support to MMC. Now that the INLS Low Rate Initial Production (LRIP) modules have been built and are successfully completing their Operational Evaluation (OPEVAL), the SSPO has awarded Art Anderson Associates a second SBIR Phase III, $1M contract, to determine what the next evolution of the INLS lighterage ferry should be to meet the Navy's future Seabasing vision.
